When you have a cloned card why do people choose to card in stores rather than to withdraw cash from ATM? Is it due to lack of a pin or are there other factors which make this difficult?

ATM take outs are very risky. Purchasing items and selling them is cleaner. ATM can be done if you know how to avoid detection.
