Foreign or Local Cards?

Hey guys, usually I purchase cards from local bins(nyc) but usually these cards are classic and have small limits. My goal is to be more successful, so any advice on what cards work best, specifically local or foreign cards would be highly appreciated.

Fyi. I have socks, ip hider, and a vpn. But as of recently, no luck when I try to card sites such as ebay, nike and amazon.
