How useful are fullz for online carding

What's the most you could make off of fullz? How do you use fullz correctly? I feel like you could make a decent amount of money, but I don't know all the methods.

Fullz can help you with higher chances of success when carding as they come with all the information and they let you load peoples debit/pre-paid cards. You can also apply for a physical card on the victims name using Fullz and max it out without it being reported stolen.

So the main way to make cash would be to get a card in the victims name. You would have to get an address change using the victims info before doing this? Or could you get it delivered to another address without it being suspicious?
