Is telegram dump + pin legit?

I found a guy in my same european country on telegram claiming to sell, and send where you tell him, physical cloned cards (blank cards) with pin. The price for a 750€ visa card is 150€. The aim is to cash out atms. (He also sells paypal accounts and false banknotes). I asked him where did he get the dump + pin and he told me he pays a guy 10k every three months that has skimmers around the city and he passes the informations. He sends videos of him using x2 software and omnikey.
Do you think he's legit?
