vpn carding?

I know your supposed to use vpn and socks and using both makes succes rates go thru the roof. But in what instance is using only a vpn cool? Like if for example im just getting started n dont have a good paid socks yet. Say for ex i live in cali could i just get a card from cali and set the vpn to cali?

You still need a sock for higher rate of sock, the vpn willl go through though, But not all the time as most vpn providers are blacklisted by sites already..
