remaining track 1 credit card information on MSRX software, noob question

Let us say someone gets credit card information from either wifi eavesdropping or hacking a database. The person wants to use the information to encode a blank card using a MSR encoder. The problem is when the the person gets the credit card information, he gets the account number, name, expiration, CVV. However, when he fills out the track 1 information on the MSRX program, he needs to enter the service code, identification number, and remaining filler bytes at the end of track 1. How do you fill out the track 1 information w/o knowing the values?

I don’t think you really can turn that into track 1 or 2
