Help I applied for pua unemployment but sent me a message to verify my identity

I applied for pua unemployment stuff but I later got a message asking me to upload some documents id and uploading my picture with me holding my ID even after I indicating at first I don't have ID. What could have caused it? And is there any possible I could bypass it? Thanks

Send unemployment a message saying you do not have an id and if you could use your social security and take a picture of face or go to your local Secretary of State office
