Method :
Use fresh paypal acc , don't buy after the first login
login into the pp acc and do nothing logout after few minutes
Then don't clean cookies or history and login after few hours and try to purchase 10$ giftcards don't be greedy
paypal is harder now but you can card 10$ so after order get shipped do another one and keep doing the same​
