DUMPS + PIN use

Now first off, I'm far from a rookie carder but when it comes to swipes and in store stuff, im confused so I'm gonna get straight to the point. I get that with dumps, you encode the mag strip but I don't get why the use of PIN + t1 + t2 is preferred over just t1 and t2. What exactly can you use the PIN for? I swear it's only just swiping in-store you can do with swipes no?

toshka has one vendor selling dumps with pin for 220 haven't purchased it yet but it is listed with good reviews
