Help I applied for pua unemployment keeps asking for verification sh**t

I applied for pua unemployment stuff but I later got a message asking me to upload some documents id and uploading my picture with me holding my ID even after I indicating at first I don't have ID. What could have caused it? And is there any possible I could bypass it? Thanks
