Help take down large ICQ Group Ripper ?

I was added to this group on Icq with about 2,000 people but nobody could reply but the dude over the group I thought he was legit I sent him 20 bucks for a card and he never sent it , can someone help me stop him ? I have screenshots of the rip

No offence but everyone loses some money doing this. Just be thankful you only lost $20. Do you have his username so I can block him?.
