If you need multiple or 'dummy' PayPal accounts that you can use but don't want to put yourself in danger (like using your REAL information, or your REAL address this could be helpful to you). Personally, I have 3 PayPal accounts that I use no problem. Ps. If you haven't received a code to your phone by SMS, ALWAYS CHECK your VoiceMail. I noticed I actually got the codes to my Voice Mail instead of by SMS. So this might be a helpful tip for you!.
I do not know where most of you are from however here are some links you can use for your accounts. You can obviously choose the one that works for you. I even created two dummy business PayPal accounts with the fake addresses I have gotten from here.

You can sign up for PayPal like any normal account, try opening a account on 'Guest Tab'/ 'Guest Account' and noting down your login information. After you have it confirmed, log into the account first before closing the Guest Tab on your browser. In my case, it will be Google Chrome.
After, I have around three accounts out so Personal, and one business account. You can use it like any other account, but don't be stupid and send a LOT of money to it right away. Wait 1 - 2 hours after creating the account, after send small amounts. Your account you just created has NO transaction history right?. So, you will get banned if suddenly $2.5K or $4K shows up on your account. Start small, start with; $100, then $500, $750, $900, and even through in a small amounts in it to make it seem believable. Like $5, $15 and $50. Always try to pace out the transfers you send, send one wait two minutes, send another amount, wait ten minutes. Don't send them all right away if your account isn't verified.
You can send higher amounts to the PayPal account without problem if the account is verified with a Bank Account. Email also has to be verified.
