OPEN BULLET error loading config

I'm so excited today, I found a fresh error to make my day. I am trying to load a Paypal config "cough" in Openbullet 1.4.4. The config is a ANOM file and I try to load it after placing it in the config folder, rescan and I got this. I blew through Napster the other day but let me tell you how BIG TIME (JOKE) Getting into a paypal account is. I know better off using a clone to buy a ice cream cone.

Could not find/ parse the enviormental settings file. Please fix the issue and try again. I cant find the file in settings and I don't know where to get it.
