What's you need:
Hacked paypal with balance
Spoofed phone number attached to PayPal
Email access and user agent.
Step:
Log in to your hacked PayPal using the user agent and Auth code gotten from the email lurk around the account for a while play around it then later on intitiate a transfer "note use goods and services " because "friends and family " will delay the process because it will be strictly supervised ... now when you initiate the transfer paypal will place a hold on it now spoof the attached owner's number and give paypal a call answer the few verification questions they have ranging from "personal questions to last financial transactions done on the PayPal" if everything goes well they'd ask you to do the transaction again and then you can do it again and this time it will be successful.
