This is all food for thought, and I need a professional to either confirm or disprove my idea here. Theoretically, wouldn't it be possible to take a credit card without pin, but a prepaid visa from walmart or the like, and then take that prepaid to an atm and withdraw? Wouldn't that effectively turn a no pin cc into cash? Help with this would be appreciated. Thanks!

Can't buy prepaid cards without pin, transaction requires debit + pin.

if you are talking about the first one, then yeah i don't see a problem with that.

if it's the second one, then no. Plastic does not change if a pin is required or not, its the numbers on the magnetic stripes when the POS / ATM reads it

You can change the security check digit and you also have to change the acct number check. You can make it work in the store and the ba k will deny it on the back end
