VPN , Socks , Public Wifi ??

I have CC info from someone in my area..
The rules state you are to always use a Vpn or socks from the same city and state as the Card holders Billing address. Unfortunately i cant find VPN or Socks for this area..

MY QUESTION IS... Could I use a public WI-Fi thats in that same city of the billing address ?
IF YES .. Do I still use a VPN even though the wifi is in the billing City ?
How about a MAC Adress changer?

Im still new so im gonna do small hits on the card. Itll more than likely not be worth investigating..

No man, you must use a fresh and not public IP, so the answer is that you don't have to use neither VPN or Public Wifi (crazy)
We are in 2020 now, if you want I can support you (for free) in my free time (don't abuse that please)
