The banks, they're the ones ultimately giving the money back. The money the banks have are all gained through fractional reserve banking, which is itself a fraud.

Check this out;
You approach a bank with $1000, right?
In fractional reserve banking, the bank may have, for example, a 10% deposit fee.
The bank will then keep the $100 deposit fee and lend out the other $900 to another person.

Keep in mind, this is NOT their money to lend, this is YOUR money.

So this other person receives the $900 and they store it in their bank themselves with yet another 10% deposit fee, so they keep the $90 and lend the remaining $810 to somebody else, so on and so forth.

Do you see where this is going?

This means that the bank is lending money that they don't actually have with interest to other people and thus make money from the interest, which came out of thin air. From the initial $1000 deposit, the system now has more than $2500.

In simple terms, the bank is scamming everybody by charging interest upon money they don't actually own. This is itself a scam.
The banks practically invented modern fraud, so it's extremely ironic that they're allowed to practice fraud daily simply because they have a few papers that gives them an imaginary pass to continue doing it, but since you don't have this imaginary pass with the papers, you, the average joe, are NOT allowed to perform these scams.

Do you realize how scummy the banks are now? I'm not saying fraud and scamming is okay, by the way. Stealing is stealing, ultimately. You stealing from the banks doesn't make you much better, because this is still vigilante work which is discouraged, but with this said, I do NOT feel a shred of sympathy for the banks and their loss of money from carders. I wish more people carded so the banks would burn down and die once and for all.

TL;DR: The ones who lose money and suffer the "after effects" are the banks and their shareholders.
