This is not really a method or more like it not being a new one. It's just the logic behind the method.
Cashing out ccs on PayPal is still very much possible. All you gotta do is, Get a fullz, create a PayPal account in the name of the fullz holder. Verify the account with the ssn you got from the fullz and finally link the cc. If you by chance have a bank account, add to the account. And now the logic is, leave the pp account for like a week. If possible, send money to the pp account from another pp account(any amount will suffice). You should get a PayPal cash balance wallet(Good). Then choose the PayPal balance wallet as the preferred option to pay, now go to send money and enter an amount below 100. Send as paying for an items or goods. If everything works out well, you see the final page where PayPal automatically asks you to select your payment method cuz the PayPal balance could not cover the transaction, select the cc and wait for the confirmation page. Asa PayPal allows you to send using the cc, pause it and increase the amount to any amount you want. That's it Boom!!!
