I’ve found out if you attach a CC on xbox one account, same account is able to go online on microsoft and able to purchase laptops, consoles, other microsoft.... Make sure you change ADDRESS FOR SHIPPING NOT BILLING.
Xbox doesn’t have VPNs so it’s easy to link a CC that’s in the area of the xbox when linking.
